Physical Appearance: April 2, 1865 - [Header] State of Virginia, Executive Department, Richmond - Directs that Captain Coglan has authority to appropriate a boat for use by members of the legislature and state officers to leave Richmond. Signed, "Wm. Smith" 1 page. <<>> Marks: "S 44 Metal Case 3" near upper left corner. A typed note of background history concerning the Executive Order is also available in the folder: [n. d., ca. May 1910] - Morgantown, West Virginia. Signed, "D. B. Stewart" Maj[or] & member of Virginia Legislature. 1 page.
Archival History Gov. Smith's Executive Order was formerly located in the MC 3 S-768 files. According to donor history, this order was the last one issued by Governor Smith before he evacuated Richmond.
