Physical Appearance: In this letter dated, September 6, 1894, Gen. W. H. Payne writes to Gen. Bradley T. Johnson, explaining that the Lincoln conspirator Louis Payne was born "Louis Powell" and therefore no relation. W. H. Payne recollects knowing Payne / Powell when the latter served with Col. John S. Mosby and enjoyed a favorable reputation in the Warrenton, Virginia area.
