Physical Appearance: October 24, 1863 - Head Quarters, Dep[artmen]t [of] No[rth] Carolina, Petersburg, V[irgini]a, Special Orders, No. 20} Directs that all officers stationed in the city and vicinity, drawing forage for private horses, must show certification that said horses are "absolutely necessary and indispensible," as well as the normal requisition with usual appendices.
