Lay, com[man]d[in]g Powhatan Troop - Acknowledges receipt of his letter dated February 12. States additional cavalry is "much needed." Asserts his desire to have Captain Lay serve with him in the Valley. Signed "T. J. Jackson" 1 page. Marks: "Metal Case 3 L 92" at top edge. Repair tape on reverse along horizontal crease.
